Glasgow giants hoping for Premier spot

The proposal to create a two-tier English Premier League could be discussed at the league’s Annual General Meeting in June.
Chairmen from England’s top-flight met on Thursday but BBC Scotland has learned Bolton chairman Phil Gartside’s proposal was not formally discussed.
If Gartside’s plan goes through, it could pave the way for Celtic and Rangers to play in England.
European football’s governing body UEFA say they would not oppose such a move.

Statistical analyses of league clubs by divisions (since 1920)shows there are about 30-35 clubs who have spent most of their history in the upper two tiers. Equally the number of clubs who are promoted from tier 4 to 3 who return immediately or within three years supports the proposition not only for a two-tier Premiership but the amalgamation of the the remaining FL clubs with the Conference National and the stronger clubs in Conference North and South.
